Former DPS Employee and Husband Looking at Jail Time for Embezzlement

This past April, the Duncan Public Schools Board of Education made the decision to terminate the former transportation director, Lee Ann Millan, Effective April 8, 2024. Their supporting list of causes for termination turned into a conducted investigation by the Oklahoma State Bureau of Investigation for alleged embezzlement within the school.

The former transportation director for DPS, Lee Ann Millan, and her husband, Marco Millan, are being accused of running a scheme, between 2016-2023, selling at least 24 of the district’s vehicles without turning any money over to the school district.

Records show, that on Thursday morning the Stephens County District Court issued felony arrest warrants for the the couple. Lee Ann Millan, 47, accused of embezzlement, facing up to 10 years in prison if convicted, and Marco Millan, 52, accused of obtaining by false pretenses, facing up to five years if convicted.

Agent Michael Francis, of the Oklahoma State Bureau of Investigation, stated officials had found 24 vehicles missing from the transportation department, as well as, many others that had been sold without the school receiving compensation, states the warrant affidavit. Francis stated one woman even went to the couple’s home and bought, in cash, a 2006 Ford Taurus owned by the public school system, for $2000.

Several cases have been investigated. The affidavit states that one man, seeing an advertisement for a vehicle for sale, contacted Marco Millan and won a bid of $800 for a 1998 Ford F-150. Because he didn’t like the vehicle, Marco bought it back, and investigators later found it was resold in Dec. 2023, the title signed over by Lee Ann. Money from the sale was never returned to the school system.

The affidavit also states another incident, in which another citizen purchased 5 buses from the transportation department in 2023. He gave Lee Ann the money and received the titles. In a recorded conversation, Lee Ann admitted to receiving the funds but the money again was never turned over to the district.

According to the affidavit, Duncan Public Schools Business Manager, Lori McCann informed Agent Francis the only received compensation from the transportation department for vehicles sold, was the buses sold to Bixby Public Schools, in 2021.

A total of 29 vehicles were found to have been sold by the transportation department without funds being given to the school system, and the purchase prices were confirmed at $25,837, the affidavit states. Nine busses sold through McCullough Trucking in Duncan were never re-titled so a purchase price was not available, Francis stated. Lee Ann did not have an explanation as to why all this money was never given to the school.
